Secretary Simon with President Gerald Ford
As Simon stepped up to replace George Shultz as Secretary in May 1974, the focus of his service in the Treasury shifted. Having averted one potential disaster by dealing with the energy crisis, Simon turned his attention to the sagging American economy. Soaring inflation and high unemployment marked the onset of the nation's worst recession in years. The handling of these problems became the emphasis of Simon's secretaryship, an emphasis that is reflected throughout the Secretary subseries of the subject files.
In an effort to oversee the economy and to coordinate government policies to bring the country out of the recession, President Ford created the Economic Policy Board in September 1974. Simon, named chairman and chief-spokesman of the Board and its Executive Committee, became a leading figure in American economic affairs. Because the Economic Policy Board was charged with responsibility for all domestic and international policy-making, its files are extensive and cover the spectrum of mid-1970's economic woes. Major areas of coverage include: the Board's creation, economic policy speeches, international trade, taxes, the New York City financial crisis, oil, unemployment, inflation, and anti-trust legislation. The Economic Policy Board's Executive Committee met almost daily to monitor the economy and to make most policy decisions. Thus the files containing the minutes of the Executive Committee meetings include information on almost every significant economic issue. Among the most frequently covered topics are international trade--especially grain exports--tax reform, unemployment, and economic forecasts.
Simon's interest in the domestic economy is also documented in materials other than the Economic Policy Board files. Economic matters are the primary focus of the Presidential and White House memoranda files, particularly those of William Seidman, President Ford's Assistant for Economic Affairs. Economic Program files reveal the intense effort of the Ford administration during late 1974 to mount a coordinated assult against inflation. Treasury's involvement in planning strategy, making policy, and publicizing the program is well documented. Other files--including those on the Council of Economic Advisors, the National Council on Productivity and Work Quality, and capital formation--all relate to the government's attempts to bring the economy out of recession. Two key symptoms of the recession, inflation and unemployment, are also treated in some depth. Files on the Council on Wage and Price Stability and the Financial Conference on Inflation deal with efforts to monitor and harness rising prices. Files on unemployment and unemployment insurance cover the Ford Administration's fight against the joblessness accompanying recession, while the minority concerns and youth unemployment files provide a look at the government's study of two particularly hard-hit demographic groups.
The intimate involvement of Simon and the Treasury in the domestic economy is further revealed in files on utilities and various industries including the automobile, railroad, and airline industries. Among the issues discussed in the memoranda and correspondence of the these files are government regulation, capital formation, investment, mergers, and attempts to minimize the effects of the recession. Files on banking and other financial institutions, the Federal Reserve System, and capital markets all document the Treasury's continued interest in financial institutions, their regulation, and their role in the economy. Finally, there is extensive material on the New York City financial crisis of 1975. These files include correspondence, reports, speech transcripts, and memoranda relating to the federal government's reluctance to bail out New York City.
The Secretary subseries also documents Simon's concern with federal tax policy. Files on capital gains tax reform and investment tax credit cover measures designed to boost the weak economy. The subject files also document more ambitious and far-reaching tax plans. Information on tax cut proposals and subsequent legislation aimed at lessening the government's drain on the economy is contained in a number of tax files including those on the President's tax message and tax cuts. Related material on cutting spending is found in files on the budget, the debt ceiling, and the Office of Management and Budget. An important effort to overhaul federal tax laws took place in 1975 and 1976. The tax reform files reveal the primary aims of the initiative--to simplify deductions, to limit shelters, and to rewrite foreign income tax law. In addition, the memoranda and reports in these files track the progress of hearings and legislation, evaluate proposals, and outline administration positions on the proposals.
Despite the emphasis in Simon's tenure as Secretary of the Treasury on the domestic economy, energy matters were far from forgotten. From June to October 1974, Simon chaired the Committee on Energy, a group of cabinet and other top officials monitoring the national energy situation and providing significant input on national energy policy. In October 1974, the newly-created Energy Resources Council, led by Frank Zarb (who also became Federal Energy Administration director in December 1974), replaced the Committee on Energy while essentially retaining its membership and responsibilities. The memoranda, reports, and correspondence in the files relating to these two cabinet-level groups deal with many of the nation's energy concerns: oil prices, conservation, coal supply, the coal strike, the Alaska oil pipeline, and auto emissions and fuel economy. Additional information on these issues is found in the Federal Energy Administration files. As successor to Simon's Federal Energy Office, the FEA dealt with many of the issues discussed at length in the files of the Deputy Secretary subseries. Among the areas covered in the FEA files are oil, coal, conservation, prices, and consumption. In addition, the FEA files contain status reports documenting the changes in the U.S. energy situation.
Various files on the oil industry document the effects of price decontrol, particularly price increases and windfall profits. Memoranda and correspondence on dealing with OPEC and the oil embargo show the complexities of the international oil situation. Ways to cut energy use--especially by means of education, taxation, and rationing--are discussed in the energy files. The progress of the Alaska oil pipeline is monitored in that file's memoranda and reports. In addition, correspondence, memoranda, and briefing papers about the coal strike and the coal supply shortage discuss negotiation strategies and contingency plans. Finally, the Project Independence file on the U.S. energy self-sufficiency plan inherited from the Nixon Administration documents that effort's difficulties.
International economic issues continued to be a key concern during the Secretary years. Files on Canada, Egypt, France, Israel, Japan, Saudi Arabia, and the United Kingdom document Treasury involvement with those countries on trade matters. United States positions on particular commodities, including grain (especially concerning the Soviet Union), coffee, and tin, are outlined in files on commodity policy, international economic agreements, and grain. The files on gold cover the status of the world gold market as well as the decision to allow U.S. citizens to own gold. The Secretary subseries includes several files containing general international economic policy information. The Council on International Economic Policy file concerns the impact of oil price increases and the provision of aid to less-developed countries, while the file on international economic policy documents the periodic meetings to coordinate policy-making. In 1975 the government's foreign policy-making was scrutinized by the Murphy Commission, which, in particular, noted the link between foreign policy and international economic issues. The Murphy Commission file documents reactions by key government groups to the report's recommendations. Finally, the controversial system of providing tax breaks to corporations in order to boost exports is covered in the Domestic International Sales Corporation file.
Treasury involvement with the international monetary system is also well-documented in this subseries. Among the files concerning U.S. activity in this area are those on the International Monetary Fund (especially regarding the IMF's Development Committee) and the World Bank. Simon's participation in the IMF/World Bank annual meetings is further documented in these files. A most significant development in the Treasury years was the move to reform the international monetary system. The Committee of Twenty files detail that group's attempts to organize world monetary systems with special attention to floating exchange rates and changes in the balance of payments. The Advisory Committee for Reform file provides additional information on U.S. participation in this effort.
The Secretary subseries includes several noteworthy files on other issues.
For example, Lockheed Corporation attracted the attention of the Treasury
in two ways. Trying to keep itself afloat, the company became the first to
use Federal Emergency Loan Guarantees. Information on complications in this
matter is found in the Emergency Loan Guarantee Board and Lockheed files.
At the same time, Lockheed became implicated in a second area of interest
to the Treasury--bribery. The Questionable Corporate Payments Abroad Task
Force and the related Securities and Exchange Commission report examine the
question of improprieties in business dealings abroad. The 1976 presidential
election also generated a number of files. Simon's Election files contain
materials comparing the parties and candidates on critical issues including
the economy, unemployment, and trade, as well as correspondence regarding
uncommitted delegates. The Amnesty International and Human Rights files document
Simon's activities on behalf of human rights issues, especially in Chile.
Finally, the papers of the President's Commission on Olympic Sports file
document Simon's continued interest in amateur athletics.
